Ashaghi Khatinarkh is a village in the Echmiadzin uezd of the former Iravan governorate, later in the former Uchkilsa (Echmiadzin, Vagharshapat) district, and currently in the Armavir province. It lies 39 km to the southeast of the town of Serdarabad (Armavir), by the Boyuk Garasu River, and at a height of 834 m above sea level. It was marked on the five-verst map of the Caucasus.
Only Azerbaijanis had lived in the village until 1828- 1829. Following the Treaty of Turkmenchay, the Armenians were removed there from the Khoy and Salmas provinces of Iran in 1828–1829. Along with the Armenians, there lived 208 Azerbaijanis in the village in 1831. In the 1870s the Azerbaijanis were placed under pressure and deported from their historical-ethnic land. At present, only Armenians live in the village.
Khatin, the wife of Safi Khan, the beylerbey of Chukhur Saad had a village built at the edge of the irrigation ditch from the Garasu River which her husband ordered to be dug in 1670-1680.
By the decree of the Presidium of the Supreme Soviet of the Armenian SSR dated 25 January 1978, the village was renamed “Qay”. According to the law “On the administrative-territorial division of the Republic of Armenia” dated 7 November 1995, it was integrated into the administrative area of the Armavir province.
