Vali or Valikend is village in the Gazakh uezd of the former Yelizavetpol (Ganja) governorate, later in the former Shamshaddin (Berd) district, and currently in the Tavush province. The provincial centre is located 41 km to the northeast of the town of Karvansara (Ijevan) and at a height of 750 m above sea level.
The village had been inhabited only by Azerbaijanis until the settlement of Armenians in the region.
The toponym was coined on the basis of the personal name “Vali”. It is an antropotoponym.
By the decree of the Presidium of the Supreme Soviet of the Armenian SSR dated 4 May 1939, the village was renamed “Tsakhkavan”. It was integrated into the administrative area of the Tavush province according to the law “On the Administrative-Territorial Division of Armenia” dated 7 November 1995.
