Talib Musayev

Talib Gurban oghlu Musayev was born in 1908 in Narimanly village of Basarkechar district (Western Azerbaijan). He received his early education at the village school and, in 1938, passed external exams in Zod to obtain a secondary school certificate. That same year, he enrolled at the distance learning courses of Iravan Pedagogical Institute and graduated in 1943 with a higher education diploma.

Talib Musayev’s professional career began in the 1930s in the field of agriculture and public administration in the Basarkechar district. In 1936, he was elected first secretary of the Basarkechar District Komsomol Committee, and in 1937, he was promoted to the positions of third and then second secretary of the District Party Committee. In 1939, he was appointed Chairman of the Basarkechar District Executive Committee. In 1942, he served as the First Secretary of the Karabakhlar District and in 1946, he resumed his position as the First Secretary of the Basarkechar District Party Committee.

In 1948, he completed Marxism-Leninism courses in Moscow. Talib Musayev, who played an important role in the political life of Western Azerbaijan, was elected a deputy of the Supreme Soviet of the Armenian SSR and served as Deputy Chairman of the Supreme Soviet. Under his leadership, the agricultural and social infrastructure of the Basarkechar district developed significantly.

After 1972, Talib Musayev relocated to Azerbaijan and continued his activities there. He led projects related to the organization and development of agriculture in various regions of Azerbaijan.

On February 21, 2003, Talib Musayev was awarded a personal pension by the President of the Republic of Azerbaijan. He passed away on April 4, 2005.
