Soyugbulag is a village in the Borchali uezd of the former Tiflis governorate, later in the former Vorontsovka (Kalinino) district, and currently in the Lori province. The provincial centre lies 57 km to the northwest of the town of Boyuk Garakilsa (Vanadzor), at the foot of Garaarkhaj (Garakhach) Mountain, at a height of 1,750 m above sea level. Until 1937 it had been within the former Jalaloghlu (Stepanavan) district.
The village was inhabited by 159 Azerbaijanis in 1886, 154 in 1897, 230 in 1904, 125 in 1914, and 375 Azerbaijanis in 1916. In 1918 the Azerbaijanis were deported having been exposed to the genocide committed by Armenian armed units. After the establishment of Soviet power in the territory of present-day Armenia, the surviving Azerbaijanis were able to return to the village. The village was inhabited by 402 Azerbijanis in 1922, 405 in 1926, 420 in 1931, 382 in 1938, 419 in 1959 and by 695 Azerbaijanis in 1979. In late 1988, after being attacked by Armenian terrorist groups, the Azerbaijanis were deported from the village. At present, Armenians live there.
The toponym was coined by combining the word “soyug” which means “cold” and the word “bulag” which means “a spring”.
By the decree of the Presidium of the Supreme Soviet of the Armenian SSR dated 3 April 1991, it was renamed “Paghaghbyur”. According to the law “On the administrative-territorial division of the Republic of Armenia” dated 7 November 1995, it was integrated into the administrative area of the Lori province.
