Kichik Shahriyar is a village in the Echmiadzin uezd of the former Iravan governorate, later in the former Gurdugulu (Hoktemberyan) district, and currently in the Armavir province. The provincial centre lies 14 km to the southwest of the town of Serdarabad (Hoktemberyan, Armavir), on the banks of a stream flowing from the Araz River, at a height of 865 m above sea level. It was marked on the five-verst map of the Caucasus.
The village was originally inhabited by Azerbaijanis who gradually left the village, following the settlement of Armenians in the region according to the Treaty of Turkmenchay (1828). The toponym was coined by combining the personal name “Shahriyar” and the word “kichik” (small) denoting a sign of distinctiveness.
By the decree of the Presidium of the Supreme Soviet of the Armenian SSR dated 3 July 1968, the village was renamed “Nor Artagers”. According to the law “On the administrative-territorial division of the Republic of Armenia” dated 7 November 1995, it was integrated into the administrative area of the Armavir province.
