Chubukhlu is a village in the Borchali uezd of the former Tiflis governorate, later in the former Jalaloghlu (Stepanavan) district, and currently in the Tavush province. The provincial centre lies at 27 km to the southwest of the town of Karvansara (Ijevan), and at a height of 1,050 m above sea level. It was marked on the five-verst map of the Caucasus.

Historically, the village was inhabited by Azerbaijanis. After the area where the village is located had been occupied by Russia, in the early 19th century Russians were deported there.

The toponym was coined on the basis of the Turkic ethnonym “Chubuglu”. Faruk Sumer states, “The Chubuks are definitely Turkmen”. Chubuklu is a Turkic tribe, and this tribe lived in the territory now called Armenia. The tribe has maintained its trace in numerous toponyms of the area now called Armenia. The name of the village is an ethnotoponym.

After Russians had been moved to the village (1830-1840), it was renamed “Pakrovka” in 1840. It was renamed “Kuybishev” in honour of Bolshevik V.Kuybishev by the decree of the Presidium of the Supreme Soviet of the Armenian SSR dated 4 May 1939 and changed again and became “Haghartsin” by the decree of the Presidium of the Supreme Soviet of the Armenian SSR dated 3 April 1991. According to the law “On the administrative-territorial division of the Republic of Armenia” dated 7 November 1995, it was integrated into the administrative area of the Tavush province.
