Habilkend or Bulagli is a village in the Iravan uezd of the former Iravan governorate, later in the former Zangibasar (Masis) district, and currently in the Ararat province. It is located 8 km to the south of the Zangibasar settlement. Until 1969 – the establishment of the former Zangibasar district, it had been subordinated to the former Gamarli (Artashat) district.
The village was inhabited by 85 Azerbaijanis in 1831, 183 in 1873, 222 in 1886, 234 in 1897, 256 in 1908, 376 in 1914, and 228 Azerbaijanis in 1916. In 1918 the Azerbaijanis were deported by Armenian armed groups, and the surviving villagers managed to return to their homeland only in 1922–1925 following the establishment of Soviet power in present-day Armenia. The village was inhabited by 36 Azerbaijanis in 1926 and 75 Azerbaijanis in 1931. According to the decision of the USSR Council of Ministers “On the resettlement of collective farmers and other Azerbaijani population from the Armenian SSR to the Kur-Araz lowland of the Azerbaijan SSR” dated 23 December 1947, the Azerbaijanis were forcibly relocated to Azerbaijan in 1948–1949. In the 1950s some of them returned to their village. Several Muslim Kurdish families also settled in the village. In November 1988 the Armenian state forcibly deported them from their native land. Currently, the village is inhabited by Armenians only.
The toponym is associated with the existence of springs in the area. It means “a place with springs”.
In the 1920s, he village was renamed “Habilkend”. Then the village was merged with the newly-created settlement “Kalinin”. By the decree of the Presidium of the Supreme Soviet of the Armenian SSR dated 3 April 1991, the settlement was renamed “Noramarg”. According to the law “On the administrative-territorial division of the Republic of Armenia” dated 7 November 1995, it was integrated into the administrative area of the Ararat province.
