Baysiz or Bashsiz is a village in the Alexandropol uezd of the former Iravan governorate, later in the former Talin district, and currently in the Aragatsotn province. The provincial centre lies 40 km to the northwest of the town of Ashtarak, to the south of Alagoz Mountain, on the right side of the Iravan-Gumru highway, and at a height of 1,800 m above sea level. The name of the village is also indicated as “Baysiz”.
In 1831 only 12 Azerbaijanis lived in the village. Later, in the 1940s–1950s the Azerbaijanis were ousted from their historical land and the Yezidi Kurds removed from Türkiye were settled there.
The toponym was coined by adding the suffix “-sız” used in Azerbaijani to the word “bash” used in toponymy in the meaning of “the peak of the mountain, jutting rock, cliffs”, “a hill”, “the upper flow of a river”, “the source of a river”, “great”, “basic” in Turkic. At present, the village is inhabitated by Yezidi Kurds and Armenians.
By decision of the Armenian Parliament dated 4 July 2006, the village was renamed “Otevan”. According to the law “On the administrative-territorial division of the Republic of Armenia” dated 7 November 1995, it was integrated into the administrative area of the Aragatsotn province.
