Bashkend is a village in the Zangazur uezd of the former Yelizavetpol (Ganja) governorate, later in the former Sisian district. The provincial centre lies 118 km to the northwest of the town of Gafan, at a height of 1,760 m above sea level. The settlement was integrated into the administrative area of Armenia following the establishment of the Zangazur uezd in Soviet Armenia on 31 August 1921. The village had been inhabited by Azerbaijanis until 1828. Following the Treaty of Turkmenchay, in 1828–1829 Armenians were settled in the village having been removed from the Iranian provinces of Khoy and Salmas.
The toponym was coined by combining the word “bash” used in the sense of “great, basic” in Azerbaijani and the geographical name “kend”.
The village was first renamed “Mazra” and further became “Bartsravan” by the decree of the Presidium of the Supreme Soviet of the Armenian SSR dated 10 September 1946, and again it was renamed “Mutsk” by the decree of the Presidium of the Supreme Soviet of the Armenian SSR dated 3 April 1991. According to the law “On the administrative-territorial division of the Republic of Armenia” dated 7 November 1995, it was integrated into the administrative area of the Sunik province.
